The Director General of Development Partners, Project and Programs in Osun State Engr. Ayodeji A. BELLO takes roll calls of the MDAs across board in Osun State.
This became necessary as the coordinating directorate to execution partners on one side, and donor agencies on the other side.
The event took place on the 28th day of July 2023 in the conference room of the OEDP, Abere, Osogbo Osun State, Nigeria.
The Director General familiarized himself with the various heads of agencies and departments. The meeting sets straight the economic leakages and operational fraud of hiding identity of some agencies—undocumented, uncoordinated operations in the name of the state, parts of what the meeting touched were; keeping off ministry of justice from documents of programs, which breeds a lot of problems on traces and accountability of programs and projects. It hinders smooth for litigations where defense purpose is necessary for the state, procuring loans for projects that has no identifiable impact In the state, non-documentation with economic and budget sector, expenditure whose balances on revenue could not be define nor decided ab initio, counter parts fund, reactivation of moribund agencies. And active sourcing for donor agencies, to support state development among others.
The DG in his speech assured the MDAs that, the directorate will not witch-hunt any agency nor dabble into their execution mandate, rather, it shall aid them, to adhere strictly in compliance with instructions attached to the fund by the donor, and all grants and loans to the state for infrastructural and human capital development.
In his speech, the DG said “we shall revamp the weak MDAs, to retain the existing and functional partners, while ensuring new development partners are identified and brought to Osun State”.
The DG states further that “the overall goal is to foster unparalleled development of Osun state through the influx of partners supported programmed. As it was set up to liaise with all existing agencies they are getting support from all donors and to ensure that the funds received are put to use in STRICT compliance with the guidelines from our various donors“.
The MDAs were charged to know that all agencies are not independent of government control, therefore both presence budgetary registration with Economic planning are very important, as well as ministry of justice and clearance from the directorate for partners on programs and projects, he hint them that as our foreign donor agencies are domiciled with them, all counterpart funding, projects and expenditure are all parts of economic indices, which justifies whether state “BUDGETS ARE DEFICIT, SURPLUS, or BALANCED, every flow of fund support must be captured in our budget planning, to determine the state economic health status for a budget year.
Mrs Yetunde Esan, the Permanent Secretary, MEP B&D made clarification on the existing status of development and it was well noted for adoption and further actions, while Mrs M. A. Bello raised some legal issues.
